Minister for Infrastructure Northern Ireland
Liz Kimmins MLA was appointed Minister for Infrastructure in Northern Ireland in February 2025. She has been a Sinn Féin representative since 2004, initially as a Councillor and, since the restoration of the Assembly in January 2020, as an MLA.

Caoimhín Ó Ciaruáin has over 35 years’ experience in the Irish Civil Service, working in a wide variety of capacities across various Government Departments. He has worked in policy, operational and corporate governance areas. He has worked at a senior level in the Department of Transport in Ireland for over 10 years and currently heads up the Climate Action and EU / International Affairs Division which is responsible for developing and delivering climate action policy for the transport sector in line with Ireland’s national and international obligations. Responsibilities in relation to EU, North-South Cooperation and International Affairs include the coordination, development and representation of Ireland’s position on transport and climate matters at relevant international fora. He is a member of the Department’s Management Board for over three years. Caoimhín has also worked abroad in the Irish Permanent Representation in Brussels.

Chief Executive, Transport Infrastructure Ireland
Lorcan O’Connor joined Transport Infrastructure Ireland (TII) as its CEO in 2025. Lorcan has extensive experience in the transport and public sector arena having held prior roles of Group CEO in CIÉ, Ireland’s largest public transport operator, and as the first CEO of the Insolvency Service of Ireland. Prior to establishing the Insolvency Service, Lorcan spent 15 years in Deloitte leading large scale corporate insolvencies and turnarounds. He is a Chartered Accountant and Chartered Director.
Lorcan is also a Board member of the Insolvency Service in the UK and Chairs its Audit and Risk Assurance Committee.
